Iâm fairly sure Iâve had that same error message on a Rails/Discourse site before (I thought it was a DDOS too) - but it was because the proxy wasnât configured properly 
I use HAProxy, but something like the following might be worth looking into for nginx:
proxy_set_header X-Forwarded-For $proxy_add_x_forwarded_for;
proxy_set_header X-Forwarded-Proto https;
proxy_set_header X-Real-IP $remote_addr;
