According to the Ecto Github repo, new feature discussion should be directed to the Ecto mailing list which is a Google group. As far as I know posting to a Google group requires a Google account, which I don’t have and will not be getting for personal reasons.
Is there a way to send an email directly to the mailing list without a Google account? If not, could I post somewhere else?

Send email at elixir-ecto@googlegroups.com and it will be delivered to the subscribers of the ML.

From what I can tell that seems to be correct, but it looks like you need to already be a member of the group to email it. I received this email from Google after trying it:
We're writing to let you know that the group you tried to contact (elixir-ecto) may not exist, or you may not have permission to post messages to the group. A few more details on why you weren't able to post:
* You might have spelled or formatted the group name incorrectly.
* The owner of the group may have removed this group.
* You may need to join the group before receiving permission to post.
* This group may not be open to posting.
