Not sure if there was something else in hex, that triggered an change on the updated_at field…
It is sorting on when the package was updated last in the database, not when the last version was published. I agree that it is unexpected so please open an issue on https://github.com/hexpm/hexpm.
OK, it seems to be a design issue then. Thanks for the clarification!
I have opened a new issue: https://github.com/hexpm/hexpm/issues/769, hope this wont be a big thing.
