Only in a world where businesses upgrade manually often. Which, in my experience, is not the case. Most downstream users rather have a manual upgrade once every year over twelve times a year. With twelve breaking releases in a year they just resort to still do it once a year, but then they have to go through 12 changelogs. Possibly doing migration work for +3 which is made irrelevant by +6 to finally conclude +9 changed it all over again (something often not deductible from reading 12 changelogs before starting)

From the user perspective: correct.
From the author perspective: incorrect. v0 tells the users they should not expect a fixed contract yet, v1 and upwards they may expect the contract to be stable for that version range.

Companies should not use v0 packages in an ideal world. But as we already have established: developers in the Elixir ecosystem tend to not mark their packages v1. Guilty of it myself for live_head and live_favicon which both can be considered stable for some time.
