You are not understanding here I think. With asdf / mise you can install any version you like; you don’t tell those tools “please update Elixir”. You are saying you have read the documentation but it seems that this rather crucial aspect is still escaping you.

This is what happens when i do my best to update openssl and i have installed and it worked out perfectly fine with libcrypto. I still get the same error whenever i try to connect my db Mariadb to my phoenix application.

I doubt the error above is when connecting to MariaDB, it reads as if it is during initialising anything that uses an encrypted connection.
And you have this, because your systems libcrypto is version 3.x, but OTP is dynamically linked against 1.x, you either need to install that old version of libcrypto/libssl/libopenssl or get an OTP that links against the new 3.x version.

I have done some research about mise and I wanted to know if it is at all possible to install mise onto my PC and delete asdf, Please read my post about my current problem with PostgreSQL and Asdf.

Yes, you can remove asdf and install mise instead, for this you need to know how asdf was installed in the first place.
This is unrelated to your libcrypto problem. You have been given several hints on how to fix that. Please refer to the many messages in Getting error: Unable to load crypto library.. OpenSSL might not be installed on this system that suggest using a different OTP or that link instructions about how to install an older version of libcrypto.

I have been searching for ways to install libssl 1.1, OTP 3.x and libssl as well and nothing. Also I was given this computer with no prior knowledge of how anything was installed.

In the other thread you have been given links to descriptions how to install libssl 1.x on newer Ubuntu. To discuss any problems with following the instructions, please continue there. Neither mise nor asdf do solve that problem.
To know how asdf was installed, it might help to check where the “binary” currently lives. On which -a asdf do you get locations in your home or outside of it, or even both?
Also, what plugins do you have installed?
Also, please drop the donor a message and ask them how they installed asdf.
