I think this refers to platforms that treat your workloads as ephemeral. Some paid PaaS will scale your app down to zero to save resources and bring it back up on demand (incoming requests). It is not the case if you use a “traditional” VPS that is always on.
I’d claim it is much much easier for a single developer to maintain a single app with ~50 “microapps” / disparate features than to maintain ~50 individual apps.
Even if you decide you want to write parts of some app in another language, Phoenix/Elixir is a great choice and can serve as a reverse proxy to them.
Don’t let the many options paralyze you, just pick something up to start with and start building and gaining experience. Enjoy the process!
