Running gazelle inside repository_rule for custom language

I'm implementing full Bazel support Elixir, almost everything works (including a… gazelle language impl for it), except for the `elixir_repository` rule. I was following the `go_repository` implementation and got stuck with the complexity needed to invoke gazelle inside a `repository_rule`. Is there a recommended way to go about this? Or should I just hack around it until it's officially solved? I kinda understand why that complexity exists, but was wondering if there's an easy way out.

If someone from Brex here… could you share what’s going on? I know Brex decided to move Kotlin in 2021 but opensourcing Bazel support for Elixir would be really appreciated by the community (even it does not work out-of-box).
