Followed the instructions for TailwindUI but my site has no styling

Hello! I followed the following instructions to download tailwindcss to what I believe is Phoenix 1.5.9, When I go to use tailwindui my website does absolutely no styling.

this is the code I used from tailwindui website:

If you don’t have to use Webpack, try this instead: it uses latest Tailwind with JIT. Ignore the esbuild parts if you don’t need JS.
