CI workflows on Tangled for Elixir

https://tangled.org is a Github competitor built on top of atproto, the same protocol that Bluesky runs on. With their new microvm workflow engine you can run Elixir CI jobs with a PostgreSQL service, but it took some figuring out so I’m sharing an example and some notes here!
